Tony is a Native American, living in a village reservation close to Albuquerque, New Mexico. He is the narrator of the story and, as such, we can only identify his traits based on what he chooses to tell us.
The first trait we can identify is that Tony cares about Leon, perhaps even looks up to him sometimes. This is suggested through the way Tony worries about him when the cop first appears in the story: “I remembered Leon’s wine and looked to see if the cop was watching us; but he was wearing dark glasses and I couldn’t see his eyes.”
After the first incident with the cop, Tony slowly develops an almost irrational fear of the cop. On multiple occasions he describes himself as scared. This is why he convinces Leon to leave the gas station fast and not go to Grants; he fears what the cop might do to them...
